ISIS were US backed proxies for the western oligarchs. It was hoped that the Islamic threat would cause Assad to either join the west of step down.
This backfired when Syria invited Russia in to help defeat the Islamic forces.
The excuse for America still being there is to protect the Kurds and the oil in North Syria.
The real reason is to be a thorn in Assad’s side until he steps down and allows the oligarchs access to the Syrian economy.
