Despite being in the middle of a war, Ukraine has been selling oil and gas contracts to Halliburton and negotiating loans from the IMF.

They are eyeing the oil and gas deposits off Crimea, but Russia’s only naval base is in Crimea and the population there overwhelmingly support staying a part of Russia.
