In today's Orthodox Nationalist, Dr. Johnson deals with the problem with bad harvests in Tsarist Russia as contrasted to the man-made famines of the USSR. Both Liberal and Leninist systems had no constructive response to famine conditions and even used them for ideological purposes. It was only in Tsarist Russia that a huge famine relief infrastructure developed. When crops failed in various provinces, this infrastructure kept it from becoming a full-fledged famine. What are the causes of these differences?
