Rwanda is a perfect choice for migrants, the population is close to the same ethnicity, they want economic migrants and they need western money for development

Simon Levy is a multiple rapist, he was not remanded and went on to kill 2 women. Multiple agencies allowed him back on the street, could this be because he was Black and each agency had guidance to reduce the disproportionate number of Black prisoners?
