Unit 731 evokes images of death camps and human experiments. The name itself was largely a western media label meant to sound sinister 

It's real name was the Epidemic Prevention and Water Purification Department of the Kwantung Army, and it saved many lives in northeast China, a place drowning in many epidemics such as the The Great Manchurian Plague of 1910–1911 and again in 1920-1922. They were a regular occurrence. 

Japan turned the desolate desert of Manchuria into a modern state almost overnight. It made the place liveable and increased lifespans tremendously
