He wanted the British Empire to rule the world not for selfish reasons, but because he thought it would improve the lives of everyone involved to have decent, upstanding Englishmen in charge.
He believed Anglo-Saxons to be the ultimate expression of humanity and perfectly suited to be ruling over other less civilised races. We may call that supremacism today, but the native peoples of the country he gave his name to were far better off when ruled by British stock, than at any time under their own Robert Mugabe.
